Our Executive Team

Port Stephens Council is led by General Manager Wayne Wallis, who is supported by 3 group managers.

General Manager — Wayne Wallis

Wayne Wallis

Wayne joined Port Stephens Council as Group Manager Corporate Services in January 2009, having over 35 years' experience in executive roles across local governments in Queensland and Victoria.

Wayne has led initiatives including the Sustainability Review Program - resulting in the elimination of Council's underlying deficit, the establishment of a long term financial plan for Council leading to TCorp endorsement and the successful pursuit of new and significant non-rate revenue streams.

In leading the organisation, Wayne has established a clear direction for the organisation to be known for its excellence in service delivery and strong customer focus.

Facilities and Services Group Manager — Greg Kable

Greg Kable

Greg joined Port Stephens Council in 2011 and became Section Manager Capital Works in 2013.

With over 30 years of local government experience and 20 years managing large operational workforces, he enjoys leading and motivating multi-disciplinary teams to deliver building, engineering and maintenance programs.

Greg is currently completing a Master of Commerce.

Greg is passionate about the delivery of quality infrastructure and customer service to the people of Port Stephens.

Development Services Group Manager — Tim Crosdale

 Tim Crosdale

Tim has extensive experience at senior and executive level management across private consulting and in local government. Tim previously fulfilled the role of Section Manager Strategy and Environment at Port Stephens Council from June 2014 to November 2015. He brings to Council extensive skills and experience in development and strategic planning, impact assessment, policy development and project delivery.

Tim holds a Master of Business Administration with Distinction from the University of Newcastle, and a Bachelor of Natural Resources (Hons 1) and Bachelor of Urban and Regional Planning from the University of New England. He is also a Graduate of the Australian Institute of Company Directors.

Tim is focused on working collaboratively with stakeholders to facilitate the ongoing development of Port Stephens.

Corporate Services Group Manager — Carmel Foster

Carmel Foster

Carmel has worked in local government for the past 10 years in senior management positions. Prior to this, Carmel worked with a private firm for 5 years as a Property Valuer. She previously worked in a State Government land management/development role for 7 years.

Carmel is a Registered Valuer with a postgraduate degree in Urban Estate Management and master's degrees in Planning and Property Development. Carmel is a Graduate of the Australian Institute of Company Directors and an Associate of the Australian Property Institute.

The Corporate Services Group comprises Human Resources, Finance, Organisation Support and Property Services. Additionally, Crown and Council owned Holiday Parks and a substantial investment portfolio and development land bank are managed within the Property Services Section of Corporate Services.

Carmel has a focus on business development and financial management developed through experience in her previous roles. She enjoys working closely with the community to set the strategic directions for the organisation but also enjoys being able to deliver internal services that enable the Council to achieve sustainability and provide the committed objectives to the community.
