Roads Acceleration Program (RAP)

We know that safe and reliable roads are a top priority for our community. You've shared your concerns, and we've listened. That's why we're taking significant action to improve our local road network.

We're investing a record amount of funding into road upgrades and maintenance through our Roads Acceleration Program (RAP).

The total RAP is $29 million over a 3 year period. The funding sources include:

  • Our existing road investment of $3 million
  • $7.1 million from the Special Rate Variation
  • $10 million in State and Federal grant funding
  • Reallocating up to $3 million from the natural disaster reserve
  • Using proceeds from the sale of surplus land previously approved by Council
  • Allocating proceeds from the sale of surplus land following the completion of road reserve closures

The original RAP investment was $20 million, but we knew this record commitment wasn’t enough. At its meeting on 11 June 2025, Council decided to commit an additional $9 million over the next three years, distributed evenly across Port Stephens Council Wards ($1 million per ward annually).

This additional funding will support the rehabilitation of roads in areas identified by our elected representatives. These areas have also been prioritised based on condition, usage, and community feedback.

A targeted approach for lasting improvements

With many roads needing repair, we're taking a targeted approach. Additional funds will focus on rehabilitating road pavements in poor condition, restoring them to original quality. This will significantly improve safety and reduce our infrastructure backlog.

This initiative is part of our long-term strategy to build a resilient road network for Port Stephens, and we'll continue to seek further funding and resources as opportunities arise. As these opportunities become available, we'll consult with you, our community, about how these funds can best support our road improvement efforts.
