This service is provided for more complex, detailed, and/or large scale developments where advice or clarity on requirements is required prior to lodgement of the DA. It is highly recommended that draft plans and/or independent planning advice be sought before a pre-lodgement meeting is requested.
Please note:
- The views expressed may vary once detailed plans and documentation are submitted and formally assessed, or as a result of issues contained in submissions by other parties; and
- Amending the request/ proposal will require further assessment.
- Submission of the pre-lodgement meeting request form and proposed development plans is required a minimum of 10 days prior to the allocated meeting date.

FEES AND CHARGES
Pre-lodgement meetings incur a fee in accordance with the Port Stephens Schedule of Fees and Charges (in place as of the date that payment falls due). Payment must occur prior to the meeting taking place. Fees for 2023/2024 financial year are as follows:
- Pre-lodgement meeting/advice fee for minor development; residential developments (outbuildings and or up to 5 dwellings), subdivisions (up to 5 lots) or any other development with a value of works up to $1 million = $300.00
- Pre-lodgement meeting/ advice fee for major development; residential developments (more than 5 dwellings), subdivisions (more than 5 lots) or any other development with a value of works over $1 million = $600.00
- Provide pre-lodgement advice where a meeting is not required = $335.00
On the “Payment” page you will be asked to select the appropriate pre-lodgement meeting option to assign the correct fee amount. Once the form is submitted you will be taken to Council secure payment gateway (BPOINT) to provide payment to complete the submission of your application.

Intended recipients: Council employees, contractors and other third parties where appropriate.
Supply: Voluntary.
Consequence of Non Provision: Council may not take action on the matter raised.
Storage and security: This document will be placed on the relevant file and/or saved in Council’s records management system in accordance with Council policy and relevant legislation.
