The purpose of the Port Stephens/Myall Lakes Estuary Management Plan is to provide s strategic policy framework for ecological sustainable development and environmental protection. Since its development 2000, the Port Stephens/Myall Lakes Estuary and Coastal Zone Management Committee has overseen its implementation. The committee consists of community members, representatives from each Council and relevant government departments and councillors.

Due to the plans recommendations extending across two Local Government Areas (LGA) often the status of an action is different between each council area. Where this is the case a status rating has been given for each LGA thus there are 136 status reports over the 134 actions. Of the remaining 18 actions only 3 are the responsibility of local councils with the other 15 all falling within the jurisdiction of government authorities.
