Port Stephens Community Settlement and Infrastructure Strategy

The Port Stephens Community Settlement and Infrastructure Strategy was adopted by Council on Tuesday 24th April 2007.

The 2007 Port Stephens Community Settlement and Infrastructure Strategy builds upon the directions of the 2002 Port Stephens Urban Settlement Strategy and is more explicit in its requirements for future urban development.

The purpose of the Strategy is to:

  • Establish compatibility and local implementation of the Lower Hunter Regional Strategy;

  • Have a range of strategic directions and sustainability principles and criteria on future urban settlement that balances and integrates current and future economic, environmental and social issues, trends and characteristics of the Port Stephens Local Government Area;

  • Provide a basis for enhancing local development sequencing that represents the most cost effective and balanced funding of infrastructure between public and private sectors; and

  • Provide a basis for ongoing upgrading on infrastructure planning and for regular monitoring and review of strategic directions for managing urban growth and building communities in Port Stephens.

The strategy consists of nine parts:

Part A Introduction and Part B Background identify the history of the development of the Strategy and state government policy documents that have guided its preparation.

Part C Context provides historical, economic, social and ecological context to Port Stephens and illustrates the population pressures and local topography and associated biophysical characteristics that challenge creating more sustainable communities.

Part D Strategic Directions identifies the opportunities for the development of communities acreoss the LGA for the next 25 years based upon the Lower Hunter Regional Strategy (LHRS).

Part E Local Area Strategies detail opportunities that have been prepared to date for Rural West, Raymond Terrace, Medowie and Karuah Planning Districts.

Part F Sustainability Principles guides the location, planning and design of future greenfield development identified in Parts D and E. These principles also guide the planning and design requirements for any development proposals not identified in the Strategic Directions and Local Area Strategy maps in Parts D and E.

Part G Implementation provides criteria to be met to implement the Strategy.

The Appendices include the Port Stephens Centres Hierarchy and Future Trends and Issues - A Discussion on a range of global, national, regional and local factors that are likely to influence Port Stephens communities in the future and provide the basis for identifying policy choices and directions to achieve a more sustainable future.
